*Payrolls – the early forecast for NFP is 188k.* This implies that investors expect the April release to be not much better than the trend prior to the severe winter. The potential for upside surprise is significant in our view, carrying positive implications for the USD and negative implications for other assets.

 

*Ukraine – crisis is hardly over. *The G7 may be overestimating the impact of financial sanctions and underestimating how tempting it may be for Russia to continue to annex areas that it considers historically linked to Russia.

 

*China optimism flies in the face of limited policy options that they have.* Investors have become confident in recent days that the Chinese will apply stimulus to the Chinese economy. However easing credit conditions can hardly be attractive to Chinese policymakers and straight out fiscal policy pushes against structural reform efforts.

 

*Japan sales tax increase hitting an economy that is already losing momentum. *The trade so far is to buy JPY whenever bad news hits, whatever the source, and sell on good news. It looks more likely that economic weakness will force doubling down on policy stimulus and lead to JPY weakness.

 

*Australian data have been punching above their weight and may reverse to the downside.* Short AUD positions have been cut and there is increasing discussion of a domestic demand driven Australian economy. This flies in the face of Australian integration with China. As a share of GDP, Australia exports more to China than France to Italy and Germany combined. So there is a risk that the strong data are a statistical fluke that will reverse in coming months.

The BRICS minsters issued a joint statement Monday asserting that Russia should be allowed to participate in the Group of 20's next meeting in Australia in November. Pop quiz: Do you know how your income taxes are spent by the U.S. government?

If you can confidently answer "yes" to that question, you're in the minority.

A February 2014 poll by GOBankingRates asked participants to rate how strongly they agreed with the following statement: "I know how my income tax dollars are used."

Just 8.5 percent of poll participants responded that they "strongly agree," followed by "agree" (12.4 percent), "neutral" (29.7 percent), "disagree" (23.7 percent) and "strongly disagree" (25.7 percent).

*Why So Few Taxpayers Know Where Their Money Goes*

Vincenzo Villamena, managing partner of Online Taxman, a boutique CPA firm specializing in tax preparation for U.S. expatriates, said the complexity of our tax system causes Americans to disregard where their money is going and take an apathetic approach.

"I see thousands of tax returns from countries around the world," Villamena said. "The complexity and opaqueness of our tax system compared to these developed countries (Hong Kong, Singapore, Australia, UK) is remarkable and leaves people disenfranchised with our country."

Villamena added, "I have clients living around the world and running their online businesses from wherever they want while I am stuck interpreting tax code that has not been updated since the 1950s."

However, while the U.S. tax system is complex and sometimes confusing, education is a two-way street.

Bob Wheeler, CEO of RWWCPA.com and author of The Money Nerve: Navigating the Emotions of Money, explained, "Many people choose to be afraid of taxes and the IRS. They unconsciously choose to play a victim role in regards to their tax situations."

In fact, Wheeler sees this type of attitude pop up in many aspects of personal finances. "If they don't understand it, they don't have to be responsible," he said. "Many people will say that they are not good with numbers or that the tax code has gotten too complicated. Most people don't like dealing with the reality of the numbers and so it's better to not get informed and have to make different choices."

In other words, there needs to be accountability on the individual level for seeking this information out, too -- information that is readily available.

*How Income Taxes Are Spent: A Receipt*

So, if you'd like to be a more informed taxpayer, find out below how the thousands of dollars you hand over to the IRS every year are being spent.

Using information released by the White House and the per capita personal income of $42,693 (according to Bureau of Business and Economic Research), GOBankingRates calculated how the average American's 2013 federal income tax bill breaks down.

*$1,263.18 - National Defense (**24.64%**):* At just under a quarter of your federal income tax bill, national defense is the largest spending category. It includes salaries and benefits for military personnel, equipment and supplies, research, weapons and construction.

**$1,202.30 *- Health Care (**22.45%**):* The next largest area of federal income tax spending is health care, which includes Medicaid and Medicare, the CHIP program, COBRA tax credit, research and disease control.

**$968.94 - *Job and Family Security (**17.26%**):* Services like unemployment insurance, food stamps and other nutrition assistance, as well as housing assistance, fall into this section.

**$400.77* - Additional Government Programs (**11.38%**):* A catch-all for the rest of the government programs that receive federal income tax dollars, this category includes transportation and governmental administration.

*** *$410.91* - Net Interest (**8.01%**):* This income tax category goes to paying interest on Treasury debt securities, as well as other interest.

*$228.29 - Veterans Benefits (**4.53%**):* Most of the taxes allocated to veterans benefits pay for income and housing support. This category also includes health care, education and training for veterans.

*$182.63 - Education and Job Training (**3.30%**):* At just over 3 percent of the average federal income tax bill, the majority of taxes in this category pay for elementary, secondary and vocational education. Additionally, financial aid and job training services fall under this section.

*$101.46 - Natural Resources, Energy and Environment (**2.05%**):* Programs such as water and land management, energy supply and conservation, and environmental protection get about 2 percent of federal income taxes.

**$101.46* - Immigration, Law Enforcement and Administration of Justice (**2.05%**):* Things like border security and immigration enforcement fall into this category, as well as various activities related to administration of justice.

*$81.17 - International Affairs (**1.72%**):* At less than 2 percent of the average tax bill, international affairs Includes humanitarian assistance, security assistance and foreign affairs.

*$50.73 - Science, Space and Technology Programs (**1.06%**):* The bulk of these tax dollars is allocated to NASA and the Natural Science Foundation.

**$35.51* - Agriculture (**0.65%**):* Less than 1 percent of federal income tax dollars are spent on research, crop insurance and agricultural subsidies.

*$25.37 - Community, Area and Regional Development (**0.48%**):* Just under half a percent of your tax bill goes toward spending to strengthen communities.

Peninsula Energy: Canaccord initiates Buy with target of $0.07

Peninsula Energy (ASX:PEN) has received a Buy recommendation with a price target of $0.07 from Canaccord on its offering near-term production exposure to the increasingly optimistic uranium market.

The company’s Lance Uranium Projects in the Powder River Basin of Wyoming have low cost and technical risk with the key Source Material License due to be received within two weeks.

This will allow the company to produce and sell uranium and is expected to trigger debt funding and long-term uranium sales contract agreements.

The following is an extract from the research report.

*Investment Thesis*

-    The right commodity. We believe we are at the turning point in the uranium price cycle. Uranium producers are buying uranium on the spot market to satisfy contracts and the market is still yet to react to the impending uranium shortfall forecast created by extensive global reactor construction driven predominantly by China and Russia;
-    Near-term production. Pre-financing construction at the Lance project commenced in Oct’13. We expect to see first uranium production during the MarQ’15;
-    Low cost. The Lance project will be a low cost operation, with initial capex of US$68m and LOM AISC of US$32/lb U3O8;
-    The technical aspects of The Lance ISR project are sound. Mining at Lance will be done via In-situ Recovery (ISR), a proven mining method which produces approximately 45% of global uranium. The Powder River Basin produces 50% of the USA’s mined uranium and several other ISR operations in the vicinity of Lance are in production;
-    Long life assets. The current mine life of Lance based on the existing schedule is 18 years at a full run rate of up to 2.3Mlbpa using the three current resource areas. There are 10 additional known historical resources on the Lance tenements which have strong potential to raise the mine life of the project to +30 years. The Karoo project provides the next leg of growth, which has a 15-year life base on the completed scoping study. The JORC resource covers 15% of the mineralised strike and PEN’s exploration target is 5-6 times the current resource; and
-    Funding is well advanced. Negotiations to secure debt funding with several specialist resources banks are at term sheet level. We believe the granting of the final project permits (SML) will be the funding catalyst.
*
Company strategy*

PEN’s ongoing strategy is to become an 8-10Mlbpa uranium producer with multiple low cost, low technical risk, mid-tier operating mines in geographically diverse and friendly mining jurisdictions.

The short to medium term development pipeline is relatively strong with the Lance project (USA) to commence production (ramping up over 3 years to 2.3Mlbpa) in late 2014/early 2015 and the Karoo project (South Africa) at Pre-Feasibility stage. 

Further down the development pipeline, PEN is seeking early stage development projects in stable jurisdictions with strong mining codes ie. Australia, Canada, Peru, Chile etc.

*Valuation*

We have based our valuation for PEN on risk adjusted DCF analysis of the Lance and Karoo uranium projects.

Our project NPV8% for Lance and Karoo is based on post-tax cashflows, using a US tax rate of 35% and South African rate of 28%. 

We have derived a Net Asset Valuation for PEN of $526m, comprising our risk adjusted project NPVs, a nominal amount ascribed for exploration and net cash/(debt). Our target price of A$0.07/share is based on our NAV.

The shares currently trade on a P/NAV of 0.48x, and we initiate coverage of Peninsula Energy Limited with a BUY recommendation.

*Peer Comparison*

We draw attention to the relative dearth of new mid-small projects expected to reach production in the near term, with most of these projects not expected to commence production until at least 2017.

We also highlight PEN’s relatively modest initial capital cost and the Lance projects production costs. At a LOM average total cost of US$32/lb, the Lance project is placed in the lower end of the peer group, providing for solid operating margins at expected long term contract prices.

Lance is expected to have among the longest mine lives of the peer group, with total uranium production of 28Mlb ranking it among the largest ISR projects in development. Reported by Proactive Investors 50 minutes ago.

Citation Resources installs production testing equipment at Atzam-5, to resume drilling shortly

Citation Resources (ASX: CTR) has completed the installation of production testing equipment at its Atzam-5 oil well in Guatemala and is now preparing to recommence drilling.

The company had previously drilled the well to a depth of 1,250 feet and successfully set and cemented the first intermediate casing string.

This was a critical operational phase due to the complex limestone geology that is present down to this depth until the carbonate units are encountered.

Installation of the equipment will enable a more efficient commercial production testing program if a carbonate zone produces material flows to surface whilst being drilled through.

Analysis at well data produced indications of initial hydrocarbon shows at casing point.

While these shows are not material, they are encouraging signs that the well prognosis is on schedule.

Atzam-5, located about 1 kilometre southeast of Atzam-4, targets the C18 and C19 carbonate reservoirs that produced strong oil shows in the producing Atzam-4 but were unable to be flow tested. It will also intersect the current producing C17 carbonate reservoir.

Citation also noted the Atzam-4 well continued to produce at about 170 barrels of oil per day whilst maintaining a flowing tubing pressure over 200 psi.

An initial independent report on the 6 foot producing C17 carbonate zone has increased the potential recoverable reserves to 325,000 barrels of oil.

A Tech Startup Is Literally Poaching Google And Facebook Employees While They Wait For A Ride To Work The tech world is certainly competitive. Some companies in the Silicon Valley have even been accused shady practices when it comes to recruiting from other companies.

But it seems like tech startup Bigcommerce didn't get the memo.

In fact, the e-commerce site — which has offices in Austin and Australia — is trying to poach talent for its new San Francisco office pretty brazenly: The company is setting up shop this week right near Facebook and Google shuttle bus stops, and is trying to poach employees who are waiting to be taken to work.

And the kicker: they're serving poached-egg sandwiches — get it?

Bigcommerce, which was founded in 2009, provides e-commerce software to online retailers, allowing businesses build and manage e-commerce websites for $25-$300; it currently has 50,000 customers.

It has $75 million in funding, with $40 million from Steve Case's Revolution Growth.

Chief Product Officer West Stringfellow said in a statement:

There were people sprinting to catch their buses on time because we had such dynamic conversations going. Every person we talked to took a card and offered to tell a friend. Bigcommerce is scaling like crazy, and so to have such interest in our open roles and to debut in San Francisco with such a bang is nothing short of amazing. The entire Bigcommerce team on-hand for the event was stoked having spread the love of our company, mission and mojo on the SF street-side this morning.

Bigcommerce says it has talked with around 600 people — and a spokeswoman told us the company has seen a 150% increase in resume submissions on its website this week.

It'll be interesting to see how many of the folks they spoke with actually switch jobs, and whether the poached-egg sandwiches did the trick.

Latin Resources' share price surges 50% on investor interest

Latin Resources (ASX: LRS) has told the ASX that it is not aware of any information that it has announced that could be responsible for the rise in share price to an intra-day high of $0.06 today on higher volumes.

The price and volume query had come in response to the 50% rise in its share price from a close of $0.04 on 25 March 2014.

Latin and its partner Compañia Minera Zahena SAC (CMZ) had at the beginning of this month started drilling the first two holes at their Ilo Norte copper-gold project in Peru.

These holes are being drilled as part of CMZ’s US$5.35 million exploration commitment to earn 70% in the project with Latin free-carried through the program.

First results are expected this month.

It had late last year received surface rights over 11,521 hectares of land over key mining concessions of the Guadalupito iron and mineral sands project in northern Peru and also acquired the Borborema Iron Ore Project in Brazil.

Christine McVie Joins Fleetwood Mac For Upcoming On With the Show Tour NEW YORK (AP) — The McVies are going back on the road with Fleetwood Mac.

The band announced a 33-city North American tour Thursday. It's the first set of shows since they canceled performances last year as bassist John McVie was being treated for cancer. The tour also marks Christine McVie officially rejoining the band since 1998's "The Dance" tour.

The "On With the Show" tour will kick off Sept. 30 in Minneapolis and wrap up Dec. 20 in Tampa, Fla. Tickets go on sale April 7.

The band also includes Mick Fleetwood, Stevie Nicks and Lindsay Buckingham.

Fleetwood Mac canceled 14 shows in Australia and New Zealand during John McVie's treatment. The band spokeswoman didn't specify the type of cancer.

Christine McVie joined Fleetwood Mac for a show in London last year.

Severe Weather Halts Malaysia Plane Search as Satellites Find New Debris The search for missing Malaysia Airlines Flight 370 continues to narrow as two more satellites find debris fields in a remote location of the southwestern Indian Ocean. Search operations halted Thursday, however, as "severe icing" warnings put search teams at risk.

According to Reuters, search teams received both good and bad news on Thursday, as both Thai and Japanese satellites found what they thought were "up to 300" objects in the same location that Chinese, French, and Australian satellites had seen it before. The Wall Street Journal adds that the Japanese satellite found "up to ten objects," some as large as two meters long. The Thai satellite found about 300 objects of varying size, and were located slightly farther east from Perth than the Japanese discoveries. 

The number of objects and size have made some question whether they could possibly be from the plane itself. One former CIA analyst tells CNN that the objects could likely be whitecaps; CNN aviation expert Jeff Wise adds that there is a possibility that the amount of debris is far more than the plane was capable of producing, and the size of said debris will make a large difference in verifying that this was, in fact, Flight 370.

Anond Snidvongs, the head of Thailand's space technology development agency, warned Reuters that while the discoveries brought search groups hope of finding the plane, "We have never said that the pieces are part of MH370 but have so far identified them only as floating objects."

Those satellite discoveries could not be corroborated in person today, however, as inclement weather halted the operation yet again. Meteorologists predicted severe icing and wind in the area, which would put any vehicle searching the area in danger. While search operations continued yesterday, weather proved a problem on Tuesday, as well.

Despite the lack of concrete evidence, the Malaysian government announced this week that they had concluded "beyond a reasonable doubt" that the flight had "ended" in the southwestern Indian Ocean, about a three-hour flight from Perth, Australia. There were no survivors. Malaysian authorities have also not given any motive for the plane's demise, though some reports suggest that police are reviewing the possibility that the plane's pilots were on a "suicide mission." Relatives of those on board refused to accept the declaration without evidence and stormed the Malaysian embassy in Beijing, where Chinese police, in a rare display of restraint, permitted an organized protest. In response to the criticism, Malaysia has been more collaborative with the Chinese government, providing Chinese officials with an "extensive" briefing on the search in Kuala Lumpur today.
